In Antique as found condition - general age related wear - Jack may have had a pail at one time, I am uncertain because I could not find another like this.
Measures - Base - 2 1/4" Height - 2 3/4"
Base marked - Manf'd and Guaranteed by Toronto S.P Company ( however some of the stamp has worn over the years
The Toronto Silver Plate Company was founded c.1882 and remained in business as such until c.1913-14
